Subject: AUTHORIZE EXECUTION OF A PROGRAM SUPPLEMENT WITH THE STATE DEPARTMENT OF TRANSPORTATION FOR FEDERAL FUNDS AVAILABLE TO SUPPORT THE GOLDEN GATE BRIDGE PUBLIC SAFETY RAILING PROJECT

Recommendation

The Finance-Auditing Committee recommends that the Board of Directors authorize the President of the Board of Directors to execute a Program Supplement to the Administering Agency-State Master Agreement for Federal-Aid Funds for federal funds available to support the Golden Gate Bridge Public Safety Railing Project.

Summary: The Golden Gate Bridge Public Safety Railing Project has been designed to provide a physical bamer to separate pedestrians and bicyclists on the sidewalks with motorized vehicles in the roadway. The project is currently advertised for bid and construction is scheduled to begin in August of this year and to be completed in 18 to 24 months. To date, a total of $724,000 Federal Highway Administration (FHWA) grant funds, or 16% of the budgeted $4.6 million cost, has been programmed by the Main and San Francisco Congestion Management Agencies and the Metropolitan Transportation Commission to support this project. The balance of the project is budgeted to be paid for with District funds.

Staff has worked closely with Caltrans over the past several years in order to ensure project compliance with FHWA requirements and received federal authorization to proceed with the project in April. The last step required to secure programmed federal grant funds for expenditure is to execute a Program Supplement to the Administering Agency-State Master Agreement for Federal-Aid Funds covering this project. A resolution authorizing execution of this agreement is a required component of this grant contract. In the event that additional funds are made available to this project (as was discussed in the previous agenda item) through the State Department of Transportation Statewide Transportation Enhancements program, these funds would be added to and administered through this same Program Supplement.

Fiscal Impact: There is no fiscal impact associated with this item.
